Why black is the working choice
Black hides the marks a filing cabinet collects: scuffs at ankle height, fingerprints on the drawer fronts, the wear around the lock. On a piece that is used rather than displayed, that is worth more than a lighter finish that looks better on day one.
Powder coat over paint
Most of these are powder coated rather than wet painted. The coating is baked on, which makes it harder and more resistant to chipping at the edges and corners where a cabinet gets knocked.
Matching a black cabinet to a wood desk
Black works against every wood tone, which is why it is safe under an oak or walnut desk where a white cabinet can look bolted on. If the desk has a black metal frame, a black cabinet reads as part of the same set.
